Abstract:To address the limitations of considerable uncertainty and subjectivity for flight accident emergency response, a cloud-AHP method is proposed to evaluate emergency response capability. Firstly, an evaluation index system is constructed based on flight accident emergency management standards and characteristics. Secondly, the cloud model is introduced to quantify expert linguistic judgments. The traditional AHP judgment matrix is then improved using cloud digital characteristics, allowing the index weights to capture both randomness and fuzziness, which reduces the influence of subjective bias. Finally, the proposed method is applied and validated through a case study and compared with the conventional AHP approach. The results show that the proposed method handles uncertain information effectively and improves the objectivity and consistency of evaluation results. This study provides a useful reference for enhancing flight accident emergency response capability.
