    摘要:

    为探究和评价民航监察员安全监管能力所具备的要素,通过对民航监察员相关文献的归纳、法规政策的梳理、监察工作岗位的分析及访谈等方式获得调查研究能力、法律法规知识、制作检查计划和自信心等20个评价指标。运用探索性因子分析提取评价指标的维度,并采用层次分析法确定各评价指标的权重,最后结合模糊综合评价法,对模型进行实证分析和评价。研究结果显示:其构建的能力评价模型的考核结果与民航监察员的实际安全监管能力基本契合,更能客观、准确地量化其监察员的安全监管能力水平。

    Abstract:

    In order to explore and evaluate the elements of the safety supervision ability of civil aviation supervisors, 20 evaluation indicators such as investigation and research ability, knowledge of laws and regulations, making inspection plan and self-confidence are obtained by summarizing the relevant literature of civil aviation supervisors, combing the laws and policies, analyzing and interviewing the supervision posts. The dimensions of evaluation indicators are extracted by exploratory factor analysis, and the weight of each evaluation indicators is determined by analytic hierarchy process. Finally, combined with fuzzy comprehensive evaluation method, the model is empirically analyzed and evaluated. The results show that the assessment results of the ability evaluation model basically agree with the actual safety supervision ability of civil aviation supervisors, and can more objectively and accurately quantify the safety supervision ability level of their supervisors.
