The government electronic affairs system was developed and arranged by means of standard application. The developing system with multilayer B/S, the standard developing technique of J2EE (Java 2 Enterprise Edition) was used as specifications of developing for the whole application system to ensure the application system open to the outside and extendable, the kern switchboard, inserting switchboard, principal blockhouse machine, fireproof wall. The net mechanism was adopted for the platform network to guarantee isolation, connect and security between inner and outside net.
