It is important guarantees for the smooth advancement of premium power value-added services that accurate identification of sensitive users of power quality and clear service targets. Based on the two-factor theory, a method for identifying the demand of sensitive users of power quality is proposed. Firstly, the concept of hygiene demand and motivation demand for premium power of sensitive users is proposed, and the user"s demand for premium power and the purchase desire of premium power service are described. Secondly, three indicators of voltage sag level of access point, drop of consequence state of industrial process and immunity level of industrial process is proposed, to measure the hygiene demand of premium power of users; three indicators of bank loan repayment rate, annual electricity fee payment ratio and relative sales net interest rate is proposed, to measure the motivation demand of premium power of users. In the case of missing data, symbolic data is used to calculate comprehensive indicators of hygiene demand and comprehensive indicators of motivation demand. A coordinate system of identification of sensitive user of power quality is established, qualitatively identify the user"s demand for premium power, and identify premium power service objects. The example is verified by the example, and the proposed method has good correctness and practicability.
