    摘要:

    为了进一步提高应急预案的质量,提出了一种基于原子任务的应急预案评价方法。根据项目管理理论,对应急响应进行任务分解,确定出原子任务。以原子任务为基础,引入充分性、可达性和可操作性概念,对应急预案的有效性进行评价。其中充分性用来描述原子任务对整个应急响应的充分程度;引入交通系统可达性的定义用来描述能够完成救援任务的机会和便利程度;引入“5W1H评价法”描述预案的可操作性。并将充分性、可达性和可操作性的乘积定义为应急预案有效性,实现对应急预案的整体评价。最后,使用某机场的应急预案实例,对该方法进行了应用研究。结果表明该方法可以发现应急预案中存在的缺陷,为完善应急预案提供依据。

    Abstract:

    In order to improve quality further of the emergency plans, this paper puts out an assessment method of emergency plan based on atom tasks. Determine the atom tasks by task decomposition to emergency response according to the theory of project management. Assess the efficiency of emergency plan by introducing sufficiency, reachability, operability based on atom tasks, among them using sufficiency to descript the sufficient extent of the atom tasks to the whole emergency response. Descript the opportunity and convenience extent of rescue task completement by introducing the definition of traffic system reachability. Descript the rescue plan operability by introducing 5W1H assessment method. The efficiency of emergency plan is defined as the product of sufficiency, reachability and operability to achieve the whole assessment to the emergency plan. Finally, an application research about an airport emergency plan was given as well. The conclusion shows that defects existed in emergency plan can be found using this method and it can provide support to modify an emergency plan.
