In the multi-airport ground holding policy, the delay caused by multi-airport effect is studied; than the effect is added into the model-building to make the optimization, the optimized model was figured out using a newly designed heuristic algorithm. The network effect of multi-airport mainly lies in the delay passing through network; this effect becomes worse in the hub airport. This article analyzed the time elements of the delay and figure out a new constraint to optimize the model. The optimized model was used to figure out a real failure in a plane. The result shows: the result can be a basis for the rearrangement of the flight in order to reduce the flight delay and overall cost while raise the efficiency.
