This paper evaluates the impact of national innovation policy on small and medium enterprises by Heckman two step methods with sample from companies listed on Shenzhen Stock Exchange. The empirical analysis shows that the longer the company enjoys preferential policy, the more significant the impact appears. Also, this paper analyzes significance level of various factors affecting the recognition of sharing preferential policies and its impact on company performances.
