    摘要:

    为进一步研究公务航空运行中存在的安全问题,查找公务航空公司存在的安全风险从而对安全风险进行防控,通过将熵权法和集对分析相关理论相结合,构建集对分析模型,对某公务航空公司运行控制进行风险等级评估。首先,确定公务航空运行控制安全风险指标体系,运用熵权法在降低主观因素干扰下确定安全风险指标的权重大小,考虑各风险评价指标之间的不确定性,构建改进集对分析模型,以结合公务航空运行特点,建立风险指标与风险等级之间的集对关系,根据2014-2018年该公务航空公司的运行情况,进行综合评估。结果表明:该公务航空公司2014-2015年风险等级为II级,2016-2017年风险等级为III级,2018年风险等级为II级,明确风险发生趋势,为进一步的安全风险管控提供基础和依据。

    Abstract:

    In order to further study the safety problems in the operation of business aviation, find out the security risks existing in the business airlines ,so as to prevent and control the security risks,the entropy weight (EW)method and the relevant theories of set pair analysis(SPA) were combined to build a SPA model to evaluate the risk level of the operation control of a business airline.Firstly,,determine the safety risk index system of business aviation operation control, the EW method was used to reduce the interference of the subjective factors in determining weights of indicators of safety risk, under the consideration of all the uncertainty, a modified SPA model was constructed. And under the combining with the characteristics of business aviation operating safety risks , a set relationship between risk indicators and risk levels was established.Based on the operation of the business airline from 2014 to 2018 , a comprehensive assessment was conducted.The results show that the risk level of this business airline was level II in 2014-2015, level III in 2016-2017, and level II in 2018, which defined the risk trend and provided the basis for further security risk management and control.
