In order to explore the problem of emergency material dispatch in the case of insufficient materials in the initial period of large-scale disaster relief and limited transportation capacity, this paper introduces the concept of urgency and satisfaction, and constructs the dispatch model of a variety of materials with multiple reserve points and multi-disaster points, aiming at maximizing the average satisfaction of the disaster site and minimizing the length of the transportation route. The two-ant colony algorithm is used to solve the model. The case simulation experiment shows that the model obtains an effective material dispatch scheme under the premise of ensuring the basic material demand of the disaster site and giving priority to the disaster site with high demand for supply, which provides reference for the decision maker to formulate the disaster relief strategy.
