      海砂是未来工程建设的重要资源。海砂制备混凝土合规资源化关键在于海砂开采、运输、销售、使用等环节,关键问题是海砂资源管理、海砂制备混凝土控制标准和海砂控制指标检测技术。本文通过文献调研了荷兰、日本、美国、英国、以色列和印度等国海砂开采管理制度,整理了我国在海砂资源管理方面的政策文件;对比了中外规范对海砂用于制备混凝土氯离子控制指标,了解了氯离子控制指标要求的变化历史;归纳常见海砂氯离子检测技术的优缺点,指出海砂快速鉴别存在的困难。基于上述分析,提出我国应及早制定海砂资源规划和开采法规;从严统一中国大陆地区8个现行规范对海砂氯离子含量控制标准,建议采用《建筑及市政工程用净化海沙》(JG/T 494-2016)规定的指标;加快研究海砂快速鉴别技术,形成可执行标准。海砂合规资源化涉及多部门,需要建立高效有力的管理机制。
英文摘要:
      Sea sand is an important resource for future engineering construction. The key to legal resource utilization on sea sand for concrete production lies in sea sand mining, transportation, sales, use and so on, the key issues are the management of sea sand resource, the control standard for sea sand concrete and the detection technology of sea sand control indicators. The article investigates literatures of the sea sand mining management system of the Netherlands, Japan, the United States, the United Kingdom, Israel and India, and sorts out the policy documents on sea sand resource management in China; It compares the Chinese and foreign standards of chloride ion control indicators on sea sand for concrete production, which learns the history in chloride ion control indicators; The advantages and disadvantages of common sea sand chloride ion detection technologies are summarized, and the difficulty in rapid identification of sea sand is pointed out. Based on the investigation of the current application status of sea sand, this article puts forward that China should formulate sea sand resource planning and mining laws as soon as possible, strictly unify the eight existing standards for the control of sea sand in mainland, and recommend to use indicators which specified in "The washed sea sand for construction and municipal engineering " (JG /T 494-2016); It is urgent to accelerate the study of sea sand identification technology and form executable standards. Legal resource utilization on sea sand involves multiple departments, and it is necessary to establish an efficient and powerful management mechanism.
